About GREF

The Gambling Regulators European Forum (GREF) serves as a platform dedicated to fostering collaboration and dialogue amongst regulators within the gambling industry.

As a non-profit organisation, GREF’s objectives are:

  • to serve as a meeting place and exchanges of views between its Members on issues relating to gambling, in particular on regulation, supervision, control of operators, or on the gambling industry;
  • to represent the different views of European Gambling Regulators and also provide a central point of contact for enquiries directed at them from authorities or related organisations in Europe and elsewhere;
  • to encourage the study and research on issues and practices relating to the regulation of gambling and to share the results of such research among its Members; and
  • to share information and work relating to the regulation of gambling.

Isabelle Falque-Pierrotin

Chairperson, Autorité Nationale des Jeux, French Gambling Authority

Isabelle Falque-Pierrotin is a graduate of HEC, a former student of the National School of Administration. She has been a State Councillor at the French Council of State since 2001. Isabelle joined the Bull Group from 1991 to 1993, and then was deputy director of the Minister of Culture’s office from 1993 to 1995. She was appointed expert to the OECD and became Chairwoman of the Advisory Board and General Delegate of the Internet Rights Forum from 2001 to 2010. She was Chairwoman of the French Data Protection Authority (CNIL) from 2011 to 2019. She chaired the European Data Protection Committee, when the General Data Protection Regulation (GDPR) was being drawn up. From January to April 2019, she was appointed responsible of the French “Grand Débat”. In June 2020, Isabelle was appointed Chairwoman of the ANJ (French Gambling Authority). Isabelle has been chairing GREF since June 2023.

Anders Dorph

Vice-Chair, Spillemyndighedens, Danish Gambling Authority

Anders Dorph is the Director of the Danish Gambling Authority. He took up his current position in November 2020 after four years as Head of Asylum at the Danish Immigration Service. In June 2023, he was appointed Vice-chair in Gambling Regulators European Forum (GREF). Throughout his career, Anders Dorph has worked several years in the Danish Ministry of Justice and served as executive in the Danish police. Anders Dorph holds a master’s degree in Law from University of Copenhagen and works as an external professor in criminal law at the University of Copenhagen.

Tim Miller

Treasurer, UK Gambling Commission

Tim joined the UK Gambling Commission in 2016 after a career spanning over 15 years in the regulatory and public sector. Tim was previously Head of Policy and Communications at the Local Government Ombudsman and prior to that was Head of Public Affairs at the Parliamentary and Health Service Ombudsman. These roles followed ten years at the Law Society of England and Wales in a variety of regulatory posts. In his role at the Commission, Tim is responsible for the Commission’s Research and Policy functions. Tim also leads the Commission’s programme of work to implement the British Government’s Gambling White Paper.

Sarah Kelly

Secretary, Alderney Gambling Control Commission

Sarah is the Director of Licensing and Enforcement at the Alderney Gambling Control Commission having previously held the role of General Counsel. Having qualified as a Solicitor of England and Wales in 1997, Sarah moved to Alderney in 1999 to fulfil the role of Clerk of the Court of Alderney. This included being Company Registrar, Land Registrar and Registrar of Births Deaths and Marriages. Sarah qualified as an Advocate of the Royal Court of Guernsey in 2003 and was appointed as Greffier of Alderney, which encompassed the above role with being the Clerk to the States of Alderney (the Parliament). As well as undertaking her role for GREF, Sarah is also a member of International Association of Gaming Regulators (IAGR). Sarah has been on the Board of GREF since 2020 and is currently the Secretary to the Board.

Kinga Warda

Member, Malta Gaming Authority

Kinga is the Chief Officer – Policy & International Affairs at the Malta Gaming Authority (MGA). In her role, she handles EU and international matters related to the gaming industry. Kinga is responsible for developing evidence-based policies and leading stakeholder consultations. Additionally, she leads the MGA’s outreach efforts, building relationships with counterparts and key stakeholders. Kinga holds a Bachelor Degree in International Management from the University of Lodz (Poland) and a Master Degree in Management with a specialisation in marketing from the HEC Management School – University of Liège, (Belgium). Kinga joined GREF Board in February 2022.

Magali Clavie

Member, Commission des Jeux de Hasard, Belgian Gaming Commission

Magali Clavie graduated in law from the UCLouvain (Belgium). In 1993, she began her career as a lawyer and assistant at the University, where she taught contract law and civil procedure for several years. In 2004, she was appointed judge in Brussels, where she presided over the Sentencing Court. In 2012, she was appointed as a member of the High Council of the Judiciary, before being elected President in 2016. Since 2020, as a magistrate, she has presided over the Belgian Gaming Commission and joined the GREF board in 2023.

Atle Hamar

Member, Lottstift, the Norwegian Gambling and Foundation Authority

Atle Hamar is Director General for the Norwegian Gaming and Foundation Authority since 2001. Atle has 30 years’ experience with politics and state administration, including serving as deputy minister in the Ministry for Police and Justice Affairs in Norway, deputy minister in The Ministry of climate and environment, and as political advisor in the Ministry for Transport and Communication. He has served as a board member of the International Association of Gaming Regulators (IAGR) for ten years, in 2007 as Chairman of the Board.
